I suppose that depends on what you are looking for. All 4 tunnels are north of Hill City. North of Hill City is mostly through beautiful forest areas. South of Hill City is more open and can be very windy on some days. You can see the Crazy Horse Monument going south and you can cut over to Custer State Park (fee required) to see some bison, too. If I only had time to do one way, I'd do Hill City towards Deadwood. But that's just me.
